Horowhenua District Council is asking for community feedback on the proposed Solid Waste Bylaw 2026.
The Solid Waste Bylaw provides the framework for how waste is collected, transported, disposed of, and managed across the Horowhenua District. Its purpose is to support safe, efficient waste services while encouraging the minimisation of waste sent to landfill.
Consultation opens on Monday 4 May 2026 and closes at 4pm on Friday 29 May 2026.
What we’re consulting on
The current Solid Waste Bylaw lapses in July 2026. It’s important for continuity and enforcement that this bylaw is renewed.
Rather than making substantive changes at this time, a wider review of services is planned as part of the Long Term Plan 2027, which will include public consultation. Depending on the options chosenthrough that future consultation, this bylaw may need to be reviewed or updated at that time.
For now, we're proposing to carry over the current Solid Waste Bylaw 2014, with an updated template. This means a valid bylaw stays in place while we continue to work on the 2027 Long Term Plan and any future waste service decisions.
