At Horowhenua District Council Community Wellbeing is at the heart of what we do.
Our vision is a safe, vibrant, inclusive and connected community, and through the Community Wellbeing Strategy 2024-27 we’re setting out how we will build stronger communities in the next few years.
Why do we need a Community Wellbeing Strategy?
Feeling connected to your community has a positive effect on mental health and emotional wellbeing. It gives a sense of belonging and social connectedness offering extra meaning and purpose to everyday life.
Horowhenua District Council is committed to supporting meaningful community development. We understand the crucial role that positive community wellbeing can have in growing our people and our District. The CWS helps us ensure the best outcomes for our people and sets out areas for us to focus on for the next three years to enhance our hāpori, especially during challenging times.
The Strategy aims to identify a number of priority areas that we know are front of mind, for many in our community. Cost of living is at the forefront of all our minds, and this will be considered in all of the priority areas.
Our Key Priorities

Growth & Transport – We plan for growth, advocate for improvementsand partner with agencies to deliver effective social services.
Community Safety – We elevate physical safety and ensure there are no barriers to community participation.
Health and Wellbeing– We promote equal access to health services and facilities that promote wellbeing.

Sense of Place and Belonging - We have facilities, open spaces and events that enhance people’s wellbeing.
Environment and Climate Change - We protect our natural environment to enhance wellbeing.

We also heard the following topics raised, but not so much as to identify them as a priority.

Emergency Management and being a prepared, resilient community.
Better collective partnership between our community agencies and services.
Community-led development and engagement.

We’ve engaged with a number of community groups to hear what they think we need to focus on. Now it’s your turn – do you agree with these priorities? What would you add? Have you got some great ideas? We’d love to hear from you!
