Horowhenua District Council is seeking feedback on the proposed Local Alcohol Policy (LAP) 2026.
The Local Alcohol Policy helps guide decisions about alcohol licensing across the district, including trading hours, one-way-door restrictions, the location of licensed premises and licence conditions.
Consultation closes at 4pm on Friday 4 December 2026.
What we’re consulting on
Council reviews its Local Alcohol Policy every six years to make sure it continues to meet the needs of our community.
Following this review, Council proposes to largely retain the existing policy approach, with clearer wording and an updated format, alongside two proposed changes:
Location-related exceptions: Clarifying the circumstances in which exceptions to the existing 100-metre restrictions around sensitive locations may be considered, including for existing and previously licensed premises.
Remote alcohol sales and delivery: Introducing proposed measures relating to Buy Now Pay Later (BNPL) payment options in bottle stores and mandatory age checks upon the purchase and delivery of alcohol.
The draft also removes an expired bottle-store cap and references to the first review.
We're asking for feedback on:
Whether you think the proposed approach is appropriate for Horowhenua
Whether the draft provisions are clear and workable
Whether Council should consider any changes.
This is a proposal for feedback, not Council's final decision. The current Local Alcohol Policy will remain in effect while the review is completed.
We encourage everyone who lives, works, owns a business, or has an interest in Horowhenua to have their say. We are particularly interested in hearing from licence holders and applicants, residents, customers, event organisers, community and health organisations, iwi, hapū and Māori, Police, and licensing agencies.
Submissions close at 4pm on Friday 4 December 2026.
Submitters will be able to speak to their submissions during hearings on a date to be confirmed.

All submissions made are publicly available on our website and at Council service centres. Your personal details (including name and contact details) will be provided in their entirety to Elected Members and made available to the public at our office and on our website, unless submitters request that this information be kept private.
